What is the BetterHomesTO HELP program?
BetterHomesTO is the City of Toronto's home energy improvement initiative. The financing piece is the Home Energy Loan Program (HELP), which offers zero-interest loans of up to $125,000 to Toronto homeowners for qualifying energy upgrades — including air-source heat pumps, heat pump water heaters, ductless mini-splits, insulation, and rooftop solar. Loan terms run up to 15 years (20 for retrofits including solar).
Who qualifies for the HELP loan?
Homeowners who own and occupy a single-family, semi-detached, townhouse, or duplex property within the City of Toronto. The program is for primary residences only. Rental units, condos under 4 storeys, and properties outside city limits are not eligible. Property tax must be in good standing. We confirm your address against the eligibility map during your free estimate.
How much can I actually borrow?
Up to $125,000, but you only borrow what your project costs. A typical Toronto heat pump install runs $5,000-$9,000 — the loan covers the full project, not just a portion. If you stack a heat pump + heat pump water heater + insulation in one project, the loan can cover all of it under the same zero-interest terms.
Is the loan really zero-interest?
Yes. Zero interest charged on the loan principal for the entire repayment term (up to 15 years for most upgrades, up to 20 years for projects that include rooftop solar). No application fees, no prepayment penalties — you can pay it off early at no cost. The loan is administered by the City of Toronto, repaid through your property tax bill.
Can I combine BetterHomesTO with other rebates?
Yes — and most Toronto homeowners do. The Ontario Home Renovation Savings rebate (up to $2,000) for heat pumps stacks with the HELP loan. So a $7,500 install becomes: $7,500 from the city loan (zero-interest) + $1,500 rebate cheque to keep = $0 out of pocket today, and you repay $7,500 over up to 15 years through your property tax bill.
How do I apply?
You apply directly through the City of Toronto HELP portal — and we make this easy. We provide all the contractor documentation: pricing breakdown, equipment specs, energy efficiency ratings, and installation timeline. Most applications are approved within 2-3 weeks of submitting. We can install once funding is confirmed.
What happens if I sell my home?
The loan is repaid through your property tax bill, so when you sell, the remaining balance is settled at closing — typically from sale proceeds. Buyers often see a maintained heat pump system as a positive feature, and the energy savings transfer to the new homeowner.
What equipment qualifies?
HELP covers a wide range of energy efficiency measures: cold-climate air-source heat pumps, ground-source/geothermal heat pumps, heat pump water heaters, ductless mini-splits, attic and wall insulation, air sealing, ENERGY STAR windows and doors, and rooftop solar PV. Standard furnaces and AC units typically do not qualify on their own. We confirm exactly what your project qualifies for during the estimate.
