What is the BetterHomesTO HELP program?
BetterHomesTO is the City of Toronto's home energy improvement initiative. The financing piece is the Home Energy Loan Program (HELP), which offers low-interest loans of up to $125,000 to Toronto homeowners for energy upgrades such as air-source heat pumps, geothermal, insulation, air sealing, windows and doors, and rooftop solar. Projects that include heat pumps, solar, geothermal, or windows qualify for a 20-year term.
Who qualifies for the HELP loan?
According to the City, you may qualify if you own a detached, semi-detached, row house, duplex, triplex, or other low-rise residential building of up to three storeys and six units in Toronto (postal code starting with M), all owners on title consent, you have no more than three instances of a property tax or utility account 60 days past due in the last three years, and your mortgage lender consents if applicable. The City confirms eligibility when you apply.
How much can I actually borrow?
Up to $125,000, but you only borrow what your project costs. A typical Toronto heat pump install runs $5,000-$9,000 — the loan covers the full project, not just a portion. If you stack a heat pump + heat pump water heater + insulation in one project, the loan can cover all of it under the same low-interest terms.
What's the interest rate on the HELP loan?
The City lists fixed rates of 3.34% for 5 years, 4.01% for 10 years, 4.46% for 15 years, and 4.75% for 20 years, valid until September 30, 2026, plus a 2% administrative charge. The 20-year term is for projects that include heat pumps, solar, geothermal, or windows. The loan amount, interest, and admin charge together are capped at the lesser of $125,000 or 10% of your property's current value assessment (CVA). You repay through your property tax bill and can pay the loan off at any time.
Can I combine BetterHomesTO with other rebates?
The City says you may combine HELP with energy efficiency rebates and incentives from the City, the Province, the federal government, and utility companies. Each program has its own application route. The Ontario Home Renovation Savings heat pump rebate is offered only through its participating contractors, and Megacity is not currently registered with that program. Megacity offers in-house rebates — ask at your quote. We don't file government rebate paperwork for customers.
How do I apply?
You apply directly to the City of Toronto. Your funding request includes quotes from the contractor of your choice, and we can give you a written quote for it. The City approves funding before the work starts.
What happens if I sell my home?
According to the City, the loan is attached to the property, not to you. If you sell before it is repaid, the new owner assumes the loan balance. You can also pay the loan off at any time.
What equipment qualifies?
HELP covers a range of energy efficiency measures, including air-source heat pumps, geothermal systems, insulation, air sealing, windows and doors, and rooftop solar PV. Standard furnaces and AC units typically do not qualify on their own. The City confirms what your project qualifies for when it reviews your funding request.
